TDI will hear comments on proposed adjustments to TWIA’s maximum liability limits. The proposal could apply to policies issued or renewed from January 1, 2027, if approved or modified. This is not a TWIA rates hearing, and the limits are not final.

TDI windstorm hub ↗The Texas Windstorm Insurance Association provides wind and hail coverage to eligible coastal properties that meet its requirements. A TDI certificate may be part of eligibility.
TWIA official site ↗IBHS created this voluntary construction and reroofing program. A FORTIFIED designation involves technical requirements, documentation and independent evaluation.
IBHS standard ↗A windstorm certificate of compliance documents qualifying construction in a designated Texas catastrophe area. It is separate from a FORTIFIED designation.

TDI launched a public tool showing, by ZIP code, reported reasons home policies were declined, canceled or not renewed. Its categories include roof condition and wind, hail or hurricane exposure. The figures describe area-level reports, not why an individual insurer acted on your policy; ask your insurer for its written explanation.

TDI says the designated catastrophe areas did not change with this code adoption. Requirements still depend on the location and project.

FORTIFIED is a voluntary program with separate documentation and designation requirements.

FORTIFIED is an IBHS construction standard and designation program. A homeowner considering it should ask which standard applies, whether an independent evaluator will be involved before work starts, what documentation is required during installation, and how the finished roof will be designated. A WPI-8 certificate and a FORTIFIED designation answer different questions.
