TDI will hear comments on proposed adjustments to TWIA’s maximum liability limits. The proposal could apply to policies issued or renewed from January 1, 2027, if approved or modified. This is not a TWIA rates hearing, and the limits are not final.

The Texas Windstorm Insurance Association provides wind and hail coverage to eligible coastal properties that meet its requirements. A TDI certificate may be part of eligibility.

03 / BUILDING STANDARD

FORTIFIED

IBHS created this voluntary construction and reroofing program. A FORTIFIED designation involves technical requirements, documentation and independent evaluation.

WPI-8

A windstorm certificate of compliance documents qualifying construction in a designated Texas catastrophe area. It is separate from a FORTIFIED designation.

TDITool launched

TDI launches ZIP-code home insurance transparency tool

TDI launched a public tool showing, by ZIP code, reported reasons home policies were declined, canceled or not renewed. Its categories include roof condition and wind, hail or hurricane exposure. The figures describe area-level reports, not why an individual insurer acted on your policy; ask your insurer for its written explanation.

TDIBulletin

TDI encourages premium discounts for stronger roofs

Commissioner’s Bulletin B-0008-26 encourages insurers to develop actuarially supported discounts for loss mitigation, including IBHS FORTIFIED homes and impact-resistant roofing. It does not create a guaranteed discount for every policyholder. Ask your insurer what credits are filed and what documentation it needs.

Governor announces property-insurance actions

Governor Abbott announced TDI actions on roof resilience and property-insurance costs and proposed a Texas Roof Fortification Program for consideration in the next legislative session. A proposed program is not an available grant or an enacted benefit; we will track any bill and final rules separately.

TWIA’s board directed a filing for no rate increase for 2027. A board direction and rate filing are different from an individual premium quote; coverage, insured value and policy details still matter. Follow the official filing record for its final status.

TWIA publishes its annual rate adequacy analysis

TWIA posted its 2026 actuarial analysis before its annual rate recommendation process. The analysis is background for a rate decision, not itself a rate change. Check the filing and order before treating any proposed figure as your new premium.

When does coastal roof work need a windstorm inspection?

TDI says most roof replacements and major repairs in designated catastrophe areas need an inspection and certificate of compliance. Check the property address and work scope before installation; ask who will arrange the inspection while the work is visible.

Windstorm codeEffective

2024 building codes take effect for WPI-1 certification

Beginning April 1, 2026, WPI-1 windstorm certificate applications must certify to the 2024 IRC or 2024 IBC. TDI says the designated catastrophe areas did not change with this code adoption. Requirements still depend on the location and project.

FORTIFIEDStandard in effect

2025 FORTIFIED Home standard begins

IBHS says projects permitted on or after November 1, 2025 must use the 2025 FORTIFIED Home standard; where no roof permit is required, it applies to roofs installed from that date. FORTIFIED is a voluntary program with separate documentation and designation requirements.

Roofing contractor licensing bill stops at House Calendars

HB 3344 proposed state regulation and licensing of reroofing contractors. The Legislature’s last recorded action was sending the committee report to House Calendars on May 8, 2025. That bill history does not show enactment; a proposal should not be described as a current license requirement.

DEEPER DIVE / FORTIFIED ROOF

A stronger roof is a process, not a sticker.

FORTIFIED is an IBHS construction standard and designation program. A homeowner considering it should ask which standard applies, whether an independent evaluator will be involved before work starts, what documentation is required during installation, and how the finished roof will be designated. A WPI-8 certificate and a FORTIFIED designation answer different questions.
