Identify who handles permits for the property
The Clear Lake name is used across a multi-jurisdiction area. Before a roof project, identify the city or county authority for the actual address, then ask about permits and inspection steps for the proposed scope. Do not use the nearest city office or a mailing label as a substitute for confirming jurisdiction.
Check the TDI map where Harris County boundaries matter
TDI’s current guidance says the designated catastrophe area includes the full listed coastal counties; Harris County is different, with only the areas east of Highway 146 within specified city limits included. The agency’s maps are informational and do not replace a property-specific determination. Check the correct county map and confirm applicable windstorm requirements for the roof and address.
TDI lists the 2024 building codes as effective for its windstorm program beginning April 1, 2026. That program has its own inspection and certificate process, separate from a municipal permit.
Describe the issue before selecting a service
For a leak, note where water appears and when it happens. For a replacement, gather the last roof proposal, repair records, and any TDI certificate you already have. TBAR can discuss inspection, repair, or replacement after confirming the service details for your property.
